Under the patronage of Mr. President of the Northern Technical University, Dr. Alia Abbas Ali Al-Attar, and under the supervision of Mr. Dean of the Technical College of Engineering – Kirkuk, Assistant Professor Dr. Sami Reza Islan, the Department of Information and Communications of the Government, in cooperation with the Department of Student Activities and in coordination with the Department of Follow-up, held a festive celebration on the occasion of the Iraqi National Day in Kirkuk.
The event saw the presence of the Dean, Assistant Dean for Scientific Affairs, and heads of scientific departments, along with a number of faculty and students. Assistant Professor Dr. Keelan Esmat Safauddin, Deputy Dean of Scientific Affairs, also gave the opening speech and Assistant Professor Dr. Muntazir Eidi Sharif, Head of the Department of Space Technologies Engineering, also gave a speech, in which he emphasized the importance of upholding the values of national affiliation and the role of universities in strengthening the Iraqi identity at its request.
At the end of the ceremony, it was emphasized that the Northern Technical University was and remains a great scientific and patriotic statement, educating the society with competencies, and instilling in its children the meanings of belonging and loyalty to the homeland. This ceremony was an occasion to motivate teachers and students to persevere and creativity, and to solidify the role of the University in leading the scientific and national march with great esteem and pride.

Today, the final exam for the Administrative Leadership Course, titled “Developing Personal Skills,” was held at Kirkuk Technical College of Engineering. The exam was attended by a wide range of college members.

*New Strategic Decision: Minister of Education Issues Ministerial Orders to Convert Nine Technical Institutes into Polytechnic Colleges*

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, issued ministerial orders to convert nine technical institutes within the four technical universities into polytechnic colleges, a strategic step that is the first of its kind in the path of university development in Iraq.

The Minister of Education explained in a press conference attended by the Undersecretary for Scientific Research and the presidents of the technical universities that the establishment of specialized polytechnic colleges and the conversion of a number of technical institutes into them *represents a strategic decision aimed at:*

▪️Consolidating diversity in higher education models.

▪️Linking technical universities to industrial and production centers and enhancing the technical capabilities the country needs to implement industrial development plans.

▪️Achieving integration between academic and applied education.

▪️Providing an attractive educational environment that accommodates technological developments and provides the labor market with specialized technical competencies capable of meeting diverse requirements.

▪️Opening new horizons for innovation and entrepreneurship for students.

According to the issued ministerial orders, effective from the 2025/2026 academic year, the decisions included are as follows:

The President of the Northern Technical University appoints a dean to manage the work of the Technical College of Engineering for Computer and Artificial Intelligence / Kirkuk

Based on the directives of His Excellency the Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, to invest in the energies of scholarship students and benefit from their capabilities, Assistant Professor Dr. Muntaser Aidi Sharif was assigned by the President of the Northern Technical University, Professor Dr. Alia Abbas Ali Al-Attar, to manage the operations of the Technical College of Engineering for Computer and Artificial Intelligence in Kirkuk. Dr. Muntaser holds:
– Bachelor’s and Master’s degrees in Mechatronics Engineering from the University of Baghdad, 2006-2009
– PhD in Electrical Engineering/Mechatronics from Michigan State University, USA, 2019. He has held several positions, including:
– Head of the Electronics and Control Department from 2020 to 2024
– Head of the Medical Devices Department at the Technical College of Engineering in Kirkuk, from 2024 until the end of the 2025 academic year
– Head of the Software Department at the Technical College of Engineering in Kirkuk, from 2010 to 2012
– Currently, he manages the CISCO Academy and the English Language Center at the Technical College Kirkuk Engineering
He has over 14 years of academic experience, during which he has held various administrative and academic positions, including membership in the Higher Council for Quality and the Ministerial Committee for Technical Education Evaluation, as well as supervising university committees for program and institutional accreditation at the Northern Technical University. He has a distinguished research portfolio, including more than 25 scientific publications in prestigious international journals, an H-Index of 8 Scopus, and a patent in 2022 for an artificial muscle material activated by hot water.
Dr. Montaser has supervised more than 25 undergraduate graduation projects and seven master’s students. His research interests include bio-inspired smart sensors, smart materials, artificial intelligence in the Internet of Things, and renewable energy. He possesses extensive skills in simulation software such as COMSOL, ANSYS, and MATLAB, and programming languages such as Python, VHDL, and C++. He has also participated in international conferences specializing in smart materials and biorobotics, and has significant scientific contributions in journals such as Bioinspiration & Biomimetics and IEEE/ASME Transactions on Mechatronics. The specialized training course entitled “Global Positioning System and Geographic Information Systems (GPS and GIS)” concluded today in the Department of Surveying Engineering at the Technical Engineering College in Kirkuk. The course was conducted for members of the governorate’s departments, such as the Kirkuk Municipalities Directorate, the Kirkuk Municipality Directorate, and the Kirkuk Sewerage Directorate, in addition to participants from the private sector. The course lasted for 15 working days.

The course was held under the supervision of Assistant Professor Dr. Muntadhar Aidi Sharif, Head of the Surveying Engineering Engineering Department. The course was attended by:

2- Ms. Elaf Mahmoud Shaker
3- Mr. Abdul Rahman Nael Nazir

This course comes within the framework of enhancing joint cooperation between government departments and the private sector, in addition to developing human resources to contribute to raising the level of performance in the fields of geographic information systems and positioning.

Kirkuk Technical Engineering College, a division of the Northern Technical University, is pleased to announce the availability of the training courses listed below for bonus and promotion purposes (for employees) and the private sector:

A master’s thesis at the Northern Technical University examines “Performance Evaluation of a Hydropower Plant”

A master’s thesis at the Technical College of Engineering – Kirkuk, submitted by student Hussein Mohammed Zainal, titled “Performance Evaluation of a Hydropower Plant”

The study addressed the implementation of an experimental hydropower plant and the testing of four types of turbines with different blade numbers (four and six), made of two alloys: carbon steel and galvanized steel, at different heights from the basin bottom (1.5, 3, 5, and 8 cm). The performance of each turbine was evaluated in terms of efficiency, angular velocity, torque, and output power.

The objectives of the thesis are:
1. To study the effect of design and operational variables on the overall system efficiency.
2. To study the effect of turbine height within the basin to determine the optimal height that enhances energy production efficiency.
3. To evaluate the effect of turbine weight to determine the ideal weight that balances efficiency and durability.
4. To analyze the effect of the number of turbine blades to determine the optimal number for achieving the highest efficiency.
5. Analyzing the effect of water flow rate to determine the flow rate that yields the highest energy output.
Key Results:
1. The best performance was recorded for a four-blade turbine made of carbon steel, with a maximum efficiency of 68% at a height of 3 cm, with a torque of 0.74 N·m.
2. A six-blade turbine made of the same alloy demonstrated an efficiency of 64% at approximately the same height.
3. Increasing the turbine height beyond the optimal level resulted in a decrease in efficiency.
4. It was observed that the weight and type of alloy used in the turbine’s construction had a significant impact on performance.
